In Texas, voting precincts are run on Election Day by a representative of the party whose candidate won the precinct in the previous gubernatorial election. In the 2012 presidential election, precincts run by Republicans outvoted precincts run by Democrats by 11.13 percent. The interesting part of this statistic is that despite the seeming Democratic Party 11.13 percent deficient President Obama won Harris County.
